The Tampa-based social services nonprofit Lutheran Services Florida, which oversees millions of dollars in mental health and substance abuse provider contracts in 23 north Florida counties, including Baker County, for the Florida Department of Children and Families has identified a number of gaps and barriers to such services in the area.
