BAKER COUNTY
TRANSPORTATION CENTER CONSTRUCTION

The Baker County Board of Commissioners is accepting sealed bids for the construction of the Baker County Transportation Center. Bids will be accepted until 3:00pm on May 2, 2014. Bid prices will be held for 90 days.

The project located on the vacant 10 acre site located at Willis Hodges Rd. and Buck Starling Rd. It will consist of construction of an approximately 10,000 s.f. administration building, a two bay maintenance garage, bus wash rack and refueling station. The site preparation is a separate contract and collaboration with the selected contractor will be required.

Bids are to be submitted to the Baker County Board of Commissioners, 55 N. 3rd St, Macclenny, FL 32063 on or before the aforementioned date and time. Submittals should be marked “Baker County Transportation Center – Construction Bid” on the outside of the proposal. Late bids will not be accepted or opened. Bids will be opened publicly on May 5, 2014 at 9:00am in the Baker County Administration Building conference room at 55 N. 3rd St, Macclenny, FL 32063.

Bidding documents in the form of electronic files in .pdf format will be available at www.bakercountyfl.org/transportationcenter. No printed copies will be provided.

All questions concerning the project shall be submitted in writing to CJ Thompson, County Manager at cj.thompson@bakercountyfl.org or 55 N. 3rd St, Macclenny, FL 32063, and to be given consideration must be received at least seven (7) days prior to the submittal date. All questions and responses will be posted online.

The Baker County Board of Commissioners reserves the right to reject any and all bids, to waive informalities and irregularities in bidding, and to accept bids which are considered to be in the best interest of the County.

NOTICE OF PROPOSED AGENCY ACTION

The Department of Environmental Protection gives notice of its intent to reissue a formal determination of the landward extent of wetlands and other surface waters (File No. FD-02-0242988-002) to the Dupont Titanium Technologies c/o Laura Mills, Kleinfelder, 1174 Camp Ave., Mount Dora Florida 32757, for the property located in Sections 35 and 36, Township 2 South, Range 22 East and Sections 1, 2, 11, 12, 13, 14, 23, 24, 25, and 26, Township 3 South, Range 22 East, Baker County. The site is generally located in eastern Baker County near the Baker/Duval County line, and is separated into two large irregularly-shaped parcels. The northern parcel is bound to the north by U.S. Interstate Hwy 10, and to the south by the Seaboard Coast Line railway. The southern parcel strides both the east and west side of State Road 228, beginning approximately 3.2 miles south of the intersection of U.S. Interstate Hwy 10 and State Road 228, and ending approximately 5.2 miles south of the intersection of U.S. Interstate Hwy 10 and State Road 228. Both the northern and southern parcels range less than 1.5 miles east to west. The Department’s file on this matter is available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at the Department of Environmental Protection, Mining and Mitigation Program, Room 648, Bob
Martinez Center, 2600 Blair Stone Road, Tallahassee, Florida 32399-2400.

Persons whose substantial interests are affected by the above proposed agency action have a right pursuant to Section 120.57, Florida Statutes, to petition for an administrative determination (hearing) on the proposed action. The petition must contain the information set forth below and must be filed (received) in the Department’s Office of General Counsel, 3900 Commonwealth Boulevard, Tallahassee, Florida 32399-3000, within 21 days of publication of this notice.  A copy of the petition must also be mailed at the time of filing to the formal determination petitioner at the address indicated. Failure to file a petition within the 21 days constitutes a waiver of any right such person has to an administrative determination (hearing) pursuant to Section 120.57, F.S.

The petition shall contain the following information: (a) The name and address, and telephone number of each petitioner, the petitioner’s name and address, the Department’s File Number and the county in which the project is proposed; (b) A statement of how and when each petitioner received notice of the Department’s action or proposed action; (c) A statement of how each petitioner’s substantial interests are affected by the Department’s action or proposed action; (d) A statement of material facts disputed by petitioner, if any; (e) A statement of facts which petitioner contends warrant reversal or modification of the Department’s action or proposed action; (f) A statement of which rules or statutes petitioner contends require reversal or modification of the Department’s action or proposed action; and (g) A statement of the relief sought by petitioner, stating precisely the action petitioner wants the Department to take with respect to the Department’s action or proposed action.

If a petition is filed, the administrative hearing process is designed to formulate agency action. Accordingly, the Department’s final action may be different from the position taken by it in this Notice. Persons whose substantial interests will be affected by any decision of the Department with regard to the formal determination have the right to petition to become a party to the proceeding. The petition must conform to the requirements specified above and be filed (received) within 21 days of publication of this Notice in the Office of General Counsel at the above address of the Department. Failure to petition within the allowed time frame constitutes a waiver of any right such person has to request a hearing under Section 120.57, F.S., and to participate as a party to this proceeding. Any subsequent intervention will only be at the approval of the presiding officer upon motion filed pursuant to Rule 28-5.207, F.A.C.
