NOTICE OF EXCHANGE PROPOSAL

Notice is hereby given that the Forest Service (FS), United States Department of Agriculture, is considering an exchange of interests in land (surface use easements) with Columbia County and Plum Creek Timberlands (the Non-Federal Parties) under the authority of the National Trails System Act of October 2, 1968 (16 USC 1241) and the Federal Land Exchange Facilitation Act of August 20, 1988 (43 USC. 1716). Publication of this notice is required by land exchange regulations (36 CFR 254.8) and will contribute to the public scoping effort to identify any issues associated with this project (40 CFR 1501.7).
The interest in land under the jurisdiction of the FS that is being considered for exchange can be described as: A railroad easement being 50 feet either side of the centerline of the proposed rail line located in T. 3S., R. 18E, Section 31, Tallahassee Meridian, Columbia County, Florida.
The interest in land under the jurisdiction of the Non-Federal Parties’ that is being considered for exchange can be described as: An easement for the Florida National Scenic Trail being a 10 foot wide strip of land lying 5 feet on each side within portions of Section 36, Township 3 South, Range 18 East and Section 1, Township 4 South, Range 18 East, Columbia County Florida and portions of Sections 6, 7, and 18, Township 4 South, Range 19 East, Baker County, Florida, and portions of Sections 19, 29, 30, and 32, Township 4 South, Range 19 East and a portion of Sections 5 & 8,  in Township 5 South, Range 19 East, Union County, Florida.
Both easements are approximately 6.27 acres and legal descriptions are located at the Forest Supervisors Office in Tallahassee, Florida.  Maps and a more detailed description of the proposed exchange may be found on the project website (http://goo.gl/aID2s4) or are available upon request (contact Matthew Trager at  mdtrager@fs.fed.us or 850-523-8582).
The FS requests comments to determine if the exchange is in the public interest and if the lands are affected by liens, encumbrances or other claims. Comments may be sent to Susan Jeheber-Matthews, Forest Supervisor, by mail (National Forests of Florida, 325 John Knox Road, Suite F-100, Tallahassee, Florida 32303-4160) or by email (comments-southern-florida@fs.fed.us) within 45 days after the initial date of publication of this notice. NOTICE IS HEREBY GIVEN pursuant to a Final Judgment of Foreclosure dated December 12, 2013, and entered in Case No. 2012-CA-000093, of the Circuit Court of the Eighth Judicial Circuit in and for BAKER County, Florida.  NATIONSTAR MORTGAGE LLC (hereafter “Plaintiff”), is Plaintiff and ANNIE P. NGUYEN A/K/A ANNIE K. NGUYEN; HAI D. ADVERTISEMENT FOR BID

Individual sealed bids from licensed Florida General Contractors for the Baldwin Community Center / Shelter will be received by the Town Clerk, Town of Baldwin, 10 U.S. 90 West, Baldwin, Florida 32234 until 2:00 p.m., local time, Thursday, January 30, 2014.
Envelopes must be clearly marked with the project title, time and date of bid opening. If mailed, bids must be addressed to Town Clerk at the above address.  Bids must be submitted in the format as outlined in the specifications.
This Project consists of the alteration of an existing 2,665 square foot industrial arts classroom building and the construction of a 766 square foot addition, with a 669 square foot covered patio; to be utilized as a community center and post-disaster shelter.  The building will be hardened to withstand 150 mph wind speed.  Work under this contract will include architectural, structural, mechanical, plumbing and electrical systems.  Certain selective demolition and finish work (identified in construction documents) will be performed by the Owner.

The cost of the plans and specifications is $100.00 (non-refundable).  Bidders are encouraged to call in advance of picking up plans to ensure availability.
All bidders must be qualified for the type of work for which the Bid is submitted and must submit with the Bid, documentation that they have constructed similar type work under their existing contractor license number, with three references.
Bids must be accompanied by a Certified Check or Bid Bond in the amount of five percent (5%) of the total amount of the Bid.  The successful bidder must provide acceptable contract Performance and Payment Bonds in the amount of one hundred percent (100%) of the Contract Price.
Each bid proposal shall remain binding for at least 60 days after the scheduled bid opening date.

A Pre-Bid Information Meeting will be held for the benefit of all interested bidders, on Thursday, January 16, 2014 at 2:00 p.m., at Baldwin Town Hall, 10 U.S. 90 West, Baldwin, Florida 32234.  Following the Pre-Bid Information Meeting, the Owner’s staff and consultants will conduct a tour of the project site.  Failure to attend the Pre-Bid Information Meeting will be at the bidders own risk.

The Owner reserves the right to reject any or all bids and waive all informalities in whole or in part, with or without cause, and/or to accept the bid that, in its best judgment, will be in the Town’s best interest.
