CITY OF MACCLENNY PUBLIC HEARING AGENDAS

1. PUBLIC HEARING ON TENTATIVE BUDGET

& PROPOSED MILLAGE RATE

September 12, 2011, 6:00 pm, City Hall

The purpose of this meeting is for the taxing authority to amend and adopt the tentative budget, re-compute its proposed millage rate, and publicly announce the percent, if any, by which the re-computed proposed millage exceeds the rolled-back rate [the rolled-back rate is the tax rate needed to raise an amount of revenue equal to the previous year's revenue]. The proposed millage rate of 3.6000 is less than the rolled-back rate of 3.7397 mills by 3.74 percent.

A. Approve Resolution #11-13 adopting the tentative levy of ad valorem taxes including the operating millage rate of 3.6000.

B. Approve Resolution #11-14 adopting the tentative budget of $7,300,706. For the fiscal year of 2011-2012.

Next meeting: September 26, 2011 at 6:00 p.m. for public hearing on final millage rate and budget.

2. REGULAR MONTHLY MEETING

NEW BUSINESS

A. Mayor Dopson will read the proclamation designating September 2011 as Muscular Dystrophy
association Firefighter Appreciation Month.

B. Approval of contract with Florida Department of Community Affairs for $700,000 Florida Small Cities Community Development Block Grant (CDBG) in the Housing Rehabilitation Category

C. Manager Dopson recommends the appointment of Mae White and Isaac Tisdale to the Citizens
Advisory Task Force.

D. Approval of the City of Macclenny’s Donation of Sick Leave Procedure as an addition to the
Personnel Policy.

 

 

 

 


 

 

 

Sara Torode, 88, of Kingsley Lake

Sarah Elizabeth Torode, 88, of Kingsley Lake died Monday, September 5, 2011 at Windsor Manor Nursing Home in Starke.

She was born on August 11, 1923 to the late Charles William and Minie (Mitchell) Poythress, and was a homemaker. Mrs. Torode was a longtime resident of the area and a member of the First United Methodist Church of Starke where she was a member of the Women’s Circle and taught Sunday School for many years. Mrs. Torode was also a past member of the Jr. Woman’s Club and the Woman’s Club of Starke. She was preceded in death by her husband Mr. John A. Torode in 2001.

Survivors include children Sally Torode of Jacksonville, John Torode (Tracy) and Richard Torode of Starke, and Carl Torode (Christie) of Kingsley Lake; sister Luta Kilgo of Macclenny; grandchildren Megan, Mary, Shelley, Amanda, Shauna, and great-grandson Ryker Sean Welch.

The funeral service will be held Thursday, September 8 at 2:00 pm at her church with Pastor Mike Moore officiating. Burial will follow at the Kingsley Lake Cemetery. In lieu of flowers, contributions may be made to the Methodist Children’s Home or the Methodist Youth Dept., P.O. Box 157, Starke, FL 32091. 

Jones-Gallaher Funeral Home is in charge of arrangements.

Betty Lou Melvin, 84, of Maclenny

Betty Lou Melvin, 84, of Macclenny died August 31, 2011.

She was born in Miami to the late John Raymond Mick Sr. and Gertie Daughtry on June 5, 1927.

She was a resident of Baker County since 1996 after moving from Hendersonville, NC. Mrs. Melvin was a legal clerk for 20 years at the Miami Dade County courthouse. She enjoyed quilt making, sewing, the book club in Hendersonville, NC and raising orchids. She was predeceased in death by husband James F. Melvin Sr. and brother John Raymond Mick Jr.

Survivors include children James F. (Amanda) Melvin Jr. of Macclenny and Sharon Ann Melvin of Massachusetts; brother Terry Mick of Lake City; sister Gerie Null of Broward County; four grandchildren and one great-grandson. 

A graveside service was held September 6 at Shepherd Memorial Park in Hendersonville. V. Todd Ferriera Funeral Services is in charge of arrangements.
